[BLDG-SIM] Load not met

I use DOE-2.1E. The system is a PTAC one. The above temperatures are in
degrees C.

Design-cool-t = 25; Zone temperature = 25; Cool-temp-sch gives also 25
C.
Min-supply-t = 13.
OA-FLOW/PER = 10 (SI units)
Fans are scheduled to operate between 7 and 17.

The SS-F report signales that all hours are undercooled.
Hourly reports with Variable-type = U-name of zone AND Variable-list =
(6,16,17,18) indicate the following :
