One caveat, I think. I don't think DOE2.1 will automatically adjust ARI
EIR for reduced design tower flow. The DOE2 correlations are based on the
water T from the tower. The standard ARI chiller conditions are for 3 gpm/ton.
If you input 2 gpm/ton tower water, you need to manually change the DOE2
chiller EIR to represent the off-ARI chiller EIR at 85F from the tower,
and 100F back at full load. The magnitude of that change is very chiller-dependent,
but adding .05-.10 kW/ton isn't a bad start.
I think the same holds true for CHW flow/dT, but the magnitude of the effect(usually of decreasing flow/increasing dT) is less because the chiller lift isn't changed except a little bit by slightly decreased heat transfer coefficients.
