[BLDG-SIM] Another ASHRAE Energy Cost Budget Question

Thanks to all who responded to my last question.  I have another question related to the ASHRAE Energy Cost Budget method.

In the notes following Table 11.4.3A in the Energy Cost Budget section of ASHRAE 90.1 (11-A in the User's Manual), note 6 states that "hot water supply temperature shall be modeled at 180 [degrees] F design supply temperature and 130 [degrees] F return temperature."  That's a hot water system DT of 50F!  When a DT of 20-30F is pretty standard, 50F seems awfully aggressive (and difficult to design).  Does anyone have any insight into what I'm missing here?
