[BLDG-SIM] Time Lag and Decrement Factor associated to CTF

They came out of the ASHRAE RP-472 work. You could consult:
1) The final report, available from ASHRAE.
2) Steve Harris' PhD thesis. (It is available online from UMI

3) There is a 1988 paper by Harris and McQuiston, but at a quick glance, it
doesn't
show how the decrement factors were derived:
