[BLDG-SIM] heat rejection question



I'm modeling a condenser loop with eQuest. The chiller condenser pump powers the loop and the fluid cooler pump acts as a recirculation pump. The loop net load includes the heat from both pumps (115534 btu/h), but the cooling tower load doesn't seem to reject heat from the recirculation pump (62604 btu/h). Could anyone help me understand how DOE calculates the heat rejected by the cooling towers ? Why the recirculation pump heat is considered in the loop net load but is not rejected ?
