[BLDG-SIM] User Defined Utility Rates

they have the txt extension, delete the extension just use *.ert and *.grt

I have written following simple utility rate files in BDL syntax and structure stated in "DOE2-BDL Utility Rate Documentation".  The files are not showing up in Wizard Screen 1 Electric or Gas Utility Rate pick lists when "file" is selected.  Does anyone have any suggestions?
