[BLDG-SIM] DOE 2 Parametric study tools

FYI...the web site "eslsb5ec.tamu.edu" is running DOE-2 with parameters. Our latest version, under development,runs with one command line...i.e., all user inputs fit on one line of a spreadsheet, which makes it possible to load and run 1,000s of runs. Creating this required carefully crafting an input from scratch that tied all relevant commands to a limited set of inputs.
