Since eQUEST combined SYSTEM and PLANT into HVAC, if a
chiller is inadequate to satisfy load, space
temperatures go up.

Try setting the coiling coil to 55°F, and allow it to
modulate with OSA. Make it a package unit, and give it
a zero EER. But still include your reheat coils.

See if that works.
