I think you have got it, the ECB Chapter 11 for code compliance, says to
use the same kW/cfm in both models, with an upper limit on the baseline
building fan system's power consumption.

If you are performing a LEED EAC1 calculation (or other performance
rating), Appendix G will use the baseline model fan system at the power
consumption limit regardless of the design system using more or less
power.
