[BLDG-SIM] LEED C&S Performance Calculation

I am a bit confused between the Energy Cost Budget Method and 
Appendix G.  For the LEED C&S it seems that all non-regulated energy 
loads are included in the performance calculation.  Is this the 
correct interpretation?  With the process loads at 25% of the total 
cost, it makes getting those points significantly harder???
